To meet the demands of a growing company, Onsite Power has expanded its top management. Because
of the nature of its core business and the significance that Onsite Power’s technology may have in the
market, Onsite Power continues to attract high caliber management.
OPS’s management team consists of members whose backgrounds are in engineering and business
administration, with combined experiences in the electrical Industry, digestion technologies, process
engineering, construction, financial and consulting, and in areas such as corporate development,
production, process engineering, maintenance, logistics, controls technology, quality assurance, project
management, energy and cost accounting, biological and engineering research and development.
David Konwinski, Founder / CEO
Marketing and Business Strategy director
Mr. Konwinski functions as the corporation's CEO and marketing and business development director.
Mr. Konwinski formerly created and managed a financial and leasing organization where he developed
programs for financing various agricultural business projects. Dave created and operated a real estate
development company. This company successfully developed, constructed, and sold mid-range homes
in the southern California area. Mr. Konwinski currently holds a California Real Estate Broker License
and a Class B, California Contractor License. Mr. Konwinski has maintained and honed his technical and
financial skills through various extended education classes, self-study programs, workshops, and
seminars.
K. Scott Archibald, Founder / CTO
Technology and Engineering director
Mr. Archibald serves on the Board of Directors and has a 45-year background of executive and
operations management and design engineering. During his career, Scott developed four new
companies, held upper management positions in seven corporations and senior engineering positions in
nine. Mr. Archibald has national marketing and sales experience multinational corporations. His field
experience includes participation as staff electronics engineer in the operation of a record breaking,
mobile undersea habitat off the coast of Oahu, Hawaii. As a test engineer, Mr. Archibald performed flight
certification and environmental testing. As a quality assurance inspector, he was involved with the
manufacturing of satellite global positioning rubidium clocks. University of California, Berkeley and San
Diego State University, BSEE. US patent for an ultrasonic flow soldering apparatus IEEE (Institute of
Electronic and Electrical Engineers and AEE Association of Energy Engineer).
Orville D. Moe, Founder / Director of Legislative Affairs
Mr. Moe serves on the Board of Directors and has over 35 years of experience in engineering and
program management. He has a sound understanding and solid working knowledge of project
implementation criteria and practices. With OPS, he engineered a successful dual fuel cell, co-
generated power system at the Las Virgenes Wastewater Treatment Plant in Calabasas, California. He
assisted in the development of a computer controlled hydroponics greenhouse self-contained prototype
system. Mr. Moe holds a Bachelor of Science in Electrical Engineering from the University of Minnesota.
He holds a MBA from Cal State University, Northridge, California and extensive training in Engineering of
Electronic Warfare. He is a registered Engineer / Architect / Land Surveyor in Minnesota. Mr. Moe
belongs to the Institute of Electrical and Electronics Engineers (IEEE), Association of Energy Engineers
(AEE) and Manufacturers' Agents National Association (MANA).
Robert S. Humiston, CFO
Financial Strategies director
Mr. Humiston acts as Chief Financial Officer and serves on the Board of Directors as Secretary. He is a
certified Public Accountant with extensive knowledge in energy environment. Before joining OPS, Mr.
Humiston founded a public accounting practice, Humiston & Company. Bob formed several energy
concerns that drilled and operated oil and gas wells in Oklahoma, Ohio and Pennsylvania. Mr. Humiston
also formed several limited partnerships, which acquired and operated commercial and residential real
estate in the states of California, Texas, Colorado and Arizona. Mr. Humiston holds a Bachelor degree in
Economics from University of California in Los Angeles. He has operated as a Certified Public
Accountant since 1974 in the State of California.
Jacqulene (Jackie) A. Archibald
Director of Contracts and Administration
Ms. Archibald has over 35 years progressive experience in finance and administration. She has
extensive experience in contract management, and negotiation, maintaining her previous corporation’s
exceptional profits on cost based and firm fixed price contracts. As Director of Contracts, Jackie
established and managed all program management administration functions for multi-million dollar
contracts, performing labor and material cost tracking and reporting, travel coordination, inventory
control, monthly financial expenditure reports, preparation of budget forecasts, customer interface,
systems review meetings with department managers and insured corporate compliance with all
contractual terms and conditions. Ms. Archibald has held a high-level security clearance since 1981.

Ruihong Zhang Ph.D.
Research and Technology Development director
Associate Professor, Biological and Agricultural Engineering Department University of California, Davis,
California, Biotechnology and Digester Advisor.
Dr. Zhang has provided technical consultancy for many livestock farms and food processing companies.
She has served on the research proposal, review panel for USDA and NASA and has reviewed
numerous publications for five professional journals. Dr. Zhang received her PhD from the University of
Illinois at Champaign-Urbana, Illinois. She received her M.S. at Northeast Agricultural University in China
and her B.S. from Inner Mongolia Engineering College in China. Dr. Zhang received the ASAE Superior
Paper Award. She is an Honorary Professor at China Agricultural University in Beijing, China. She
belongs to the American Society of Agricultural Engineers (ASAE). Dr. Zhang is Chair and Committee
Member of Se-412, Agricultural Waste Management. She is a Committee member of SE-305,
Environmental Air Quality. She was Secretary on the Organizing Committee for Eighth International
Symposium on Animal, Agricultural and Food Processing Wastes. Dr. Zhang is active member of the
United States Department of Agriculture (USDA). She chaired the USDA Regional Research Committee,
S-275. Dr. Zhang is also a member of the American Society of Women Engineers (ASWE), Gamma
Sigma Delta and Alpha Epsilon.
David Bartell
Senior Engineer
Having over 30 years of design, engineering, sales and business development, Mr. Bartell is the Senior
Engineer for Onsite Power Systems, Inc. He has developed three businesses and has held such
positions as assistant general manager, assistant engineer, and sales engineer. Mr. Bartell is
experienced in developing exclusive sales contracts with major equipment manufacturers in the food
processing and packaging industry. As sales engineer, he developed complete engineering drawing
packages that incorporated application of manufacturer’s machinery with the necessary supporting
equipment. He has designed and built complete machines from the frame, bearings, shafts, to the
electrical hardware, software, and programs. This “complete package” approach significantly increased
sales for the supported manufacturers. Mr. Bartell has a Bachelor of Science Degree in Mechanical
Engineering Technology from California Polytechnic State University, San Luis Obispo.
